extract the zip files found here, you will need an archive program

GTA
LX - (Authors:

Squidgy Software's solution to all your custom file woes. This
util kicks so much ass I'm amazed that its freeware and has so many
capabilities I can hardly name them all here, but here are a few
of its features: install new/custom files, view and edit FXT and
INI files, view CMP (map) files and save as BMPs, mix custom files,
view the missions your current INI has enabled, view the map and
style files the current INI is using, restore the original files
from the GTA CD, no need to worry about backing up because of GTALX
method of installing custom files, and you can run any version of
GTA right from GTALX. That was only part of the list, check

GTALX 1.50.

Junction25

If you want to make new maps, you're gonna need Junction25. Its
as simple as that.

The sequel to J25 which will remain forever in beta form. Junction25
2 includes support for more advanced features such as 3D map viewing.
Gman

A
32-bit Windows application that can display both FXT and CMP files.
It loads, edits, and saves FXT files in both FXT and TXT formats,
superseding FXT2TXT. It will also display and save 256x256
pictures of CMP maps as GIF or BMP. Check the GTA

GTA LX - (Authors: Anthony

GTA LX stands for GTA Loader eXtreme and as the Squidgy
Software webpage says, "It's more than just a Front-End."
GTA LX's feature list is much to long to list here, but I
can confidently say that you need this util if you want to easily
use new GTA maps and addons. Not only does it allow you
easily add and remove any of the new maps, but it also allows you
to view many of the files.
M1 v0.95b - (Author: Sam Jessup)
M1
was the first GTA map editor but was originally made for DOS. After
Junction25 was released Sam created a new version of M1 that was
Windows based, and offered a full 3D view. Later, Sam teamed
up with the J25 guys and created the J25-2 beta, also available
on this page.

GTAed2 - (Author: Gain Software)
The first GTA mission.ini editor around was GTAed created by Gavin
Rudd. Gavin is currently developing GTAed2 which is now in
the BETA stages of testing. It allows for insertion of new
objects, new cars, and new power-ups. GTAed2 is a shareware
product but is time unlimited so you can use it for as long as you
like but you should definitely consider registering it if you find
it useful and want to support its development. Check
out Gain Software (the GTAed homepage) for the latest details on
GTAed2 and registration details.

Cars
- (Author: Jeff Mathews)
Ever since Jeff Mathews created GTA Cars it has remained one of the
best, if not THE BEST, GTA utility in existence. Rockstar even mentioned
Jeff in the credits for GTA: London. GTA Cars can be used to
import and export tiles and cars into and out of GTA and GTA: London.
Not only that, but you can use it to alter the physics of the
cars in the game. In my opinion, it is an essential utility
for any GTA fan.
